Preface
Unlike the representative democracy of the United States, the Liminal State does not utilize three co-equal branches that have proven inadequate in checking each’s power, nor a large assembly of elected leaders in de facto lifetime seats whose votes have often served personal and political interests rather than that of the public good. The power of the Liminal State is not concentrated in the hands of one, nor are there a handful of Supreme Court Judges serving lifetime appointments without any accountability.
While the Liminal State is a democracy, it's not a representative democracy in the traditional sense and the organizational structure is very different from any iteration of democracy that has ever existed. It is hard to classify the Liminal State, but a Direct Meritocracy might be apt.
The Liminal State is guided entirely by experts, who are split into separate Branches based on general areas of expertise. These Branches are further split into Intrinsic Branches and Lateral Branches, and are then guided by the Executive Group.
Color Wheel
To conceptualize these top levels of government, consider a color wheel. The primary colors of the color wheel would be the Intrinsic Branches, the complementary colors are the Lateral Branches, with the center of the color wheel representing the Executive Group.
Imagining the Liminal State in this way makes it easy to understand that Intrinsic Branches never work directly with each other. Just like complementary colors are made up of the two associated primary colors on either side, a Lateral Branch is formed between each Intrinsic Branch and are made of up experts knowledgeable in the topics of both Intrinsic Branches they work between.
Branches
Each Branch, whether Intrinsic and Lateral, operates as a silo. This means that each is independently responsible for managing the day to day operations within their Branch and creating the regulations and policies necessary to ensure that the citizens, now and into the future, are the primary beneficiaries when the government, businesses, citizens, and foreign interests operate and interact within their area of expertise.
Each Intrinsic Branch and some Lateral Branches will also have an Enforcement Agency, a specialized Independent Department within that Branch with the authority investigate and ensure all rules and policies of that Branch are followed.
Executive Group
Because each Branch's objective is to optimize the Citizens' interested in their area of expertise, this could lead to divergence between the efforts of different Branches. Therefore the five member Executive Group operates above the Branches and provides the guidance necessary to direct all Branches on a unified path in the Citizens' and nation's best interests. The Executive Group is also the unified voice for any issues that call for an immediate authoritative action.
Nomenclature
While the structure of the Liminal State within this documentation may be described in terms of a nation, any iteration at a local, district, state/province, or international level would have the same or very similar structure as that of the national level.
Voting
Due to the technology and mythology used by the Liminal State to administer and count votes, no voters, regardless of those decisions and elections taking place within the various parts of the government or as a general population, are aware of how any other group or individuals have voted until all votes have been cast and tabulated. In this way every voter is compelled to vote their conscious and based only on their own experience and wisdom, rather than voting based on any other factors.
