Step 4: Transitional Bureaucracy
Assuming there is some semblance of an existing bureaucracy in place at the start of the formation of the Liminal State, the Executive Group’s first task will be to build all necessary Branches from the existing employee base and even tap the private sector, if necessary.
The highest priority will be to make the Branches functional, starting with the Justice Branch. While the Branches are coalescing, the Executive Group will make all Liminal State decisions until Branch Officials have been selected and the hiring of appropriate staff has taken place. At the earliest opportunity the Branches should take the leadership roles in those areas of their expertise.
