From Liminal State
The goal of the following steps is to make implementation of the Liminal State as painless as possible, but regardless of how much preparation happens beforehand, it should be assumed there will be many surprises and unanticipated problems when it comes to the creation of the first instance of the Liminal State.
There may be exception in the case of a post-apocalyptic world, where the Liminal State can grow naturally from a small group of founders into the mighty international collaboration it can be, but let’s hope the current state of affairs does not need to devolve into chaos first to realize the first instance of the Liminal State.
