Step 1: Elected Leaders
Because the Liminal State uses long, staggered terms with multiple elected leaders per post, there needs to be a procedure in place to bootstrap this within a new Liminal State. While the following special procedures would be used for a true new instance of the Liminal State, they also serve as the creation procedures for new branches and departments created within an existing Liminal State or when there are multiple vacant seats to fill due to impeachment, etc.
Whether electing all five members to the Executive Group, electing the appropriate leaders to handle a newly created Branch, Department, Ambassador Group, or Delegate Team, or filling multiple open seats due to impeachments, the basic process remains the same:
Use Proportional-Rank Choice Voting to immediately select all three or five ([3|5]) leaders using the following formula is used to determine how long each winning candidate will serve:
(4 * X - Y * 4) years
Where “X” is equal to the number of total leaders needed to fill the group and "Y" is the position from the first choice, starting with 0.
Then every four years a new leader will be chosen from the pool of qualified and willing candidates like normal to replace the lowest seniority members of that initial group.
For example, to select the three leaders for the Branch Officials:
X = 3 Y = [0|1||2]
The top candidate in the Proportional-Rank Choice Vote will serve 12 years:
(4 * 3 - 0 * 4) = 12 years
The runner up will serve 8 years:
(4 * 3 - 1 * 4) = 8 years
And the third and final candidate will serve 5 years:
(4 * 3 - 2 * 4) = 4 years
Every consecutive four years there will be a new candidate chosen who will fill the most junior elected leader from the Year 0 election until each of these initial election winners has been replaced with newly elected leaders that will serve the normal full term.
Another way to consider this is that the Year 0 election winner will be the last one replaced and is the only initial candidate to serve a full term. The runner up is the second to last to be replaced, and so on.
