The goal of these steps should be to make implementation of the Liminal State as painless as possible, but regardless of how much preparation happens beforehand, it should be assumed there will be many surprises and unanticipated problems.

The exception may be in the case of a post-apocalyptic world, where the Liminal State can grow naturally from a small group of founders into the international collaboration it can be, but let’s hope the current state of affairs does not need to devolve into chaos first to realize the first instance of the Liminal State.
