While the ''Branches'' are coalescing, the ''Executive Group'' will make all ''Liminal State'' decisions until ''Branch Officials'' have been selected and the hiring of appropriate staff has taken place. At the earliest opportunity the ''Branches'' should take the leadership roles in those areas of their expertise.

While the Branches are coalescing, the Executive Group will make all Liminal State decisions until Branch Officials have been selected and the hiring of appropriate staff has taken place. At the earliest opportunity the Branches should take the leadership roles in those areas of their expertise.
