The first structural step in the formation of the Liminal State must be the election of the Executive Group. This group must be determined early so they can hire the appropriate staff and begin building the rest of the government.
While an election using Proportional-Rank Choice Voting by Eligible Voters is the ideal situation from the start for the formation of the Liminal State, this may not be the most realistic way the Executive Group is selected in a Year 0 situation.
If the country already has fair and reliable elections in place, the Executive Group can be selected using Proportional-Rank Choice Voting by all current registered voters. If voting is not fair or reliable within the country, the Δ Coalition can be used as a non-biased third party to select the initial Executive Group members.

Previously elected officials and celebrities will be forbidden from running for a position within the Executive Group or any Leadership Groups, as their preexisting notoriety will bias any elections that should be based on expertise alone. Even the initial Executive Group members will be obligated to show real expertise and proficiency from the governmental agencies or professions they come from.
