Having five executives provides a small enough group that decisions can be made quickly and a vote will always have a majority, but too many to easily form a coalition. Having multiple executive also diminishes the profitability of assassinations or corruption and bribery.
Using 20 year terms, staggered every five years, ensures government stability and an efficient retention and transfer of knowledge between elections. Having a General Election every five years, with a built in impeachment mechanism, also gives the Citizens the ability to grade and impeach the Executive Members, keeping them always accountable. Enshrining a relatively narrow allowable age range for candidates means that every adult generation will always have at least one member representing them, and no generation will ever be able to monopolize the Executive Group. Additionally, Executive Group members will always be old enough and experienced enough to be in their prime for the most elevated leadership position in the Liminal State, while ensuring that no one should be at risk of dying in office from natural causes or be at risk of mental decline.
By having the Government Personnel, who know them best, organically raise up the most outstanding and qualified personnel from their Branch as candidates for the Executive Group, and then having all the Citizens pick their favorite from this group of demonstrable experts and leaders, means that there will never be a bad candidate. And with Proportional-Rank Choice Voting, every Citizen's vote always and truly counts in the most meaningful way.
Finally, by having each Executive Group member take lead on two or three Special Projects within their area of expertise during their term means that those important but possibly outlying issues facing the nation will always receive the appropriate attention.
