Filling Empty Branch Seats
In the case of a successful Impeachment of one or more of the Top Branch Officials, the following procedures will be used to fill the open positions:
If both remaining Top Branch Officials have been impeached, then the serving Alternate will fill the role of the most senior Top Branch Official impeached and finish the remainder of their 5 year term, though they will be considered the middle seniority official.
The runner up in the rank choice election vote will fill the roll of the existing middle seniority official and will serve out the remainder of their 10 year term, though they will be considered the junior official.
The election winner in the rank choice vote will assume the roll of the junior official and serve a full 15 years, but will be considered the senior official throughout their term.
The second runner up will fill the roll of Alternate over the next 5 years.
Those impeached officials will immediately vacate their positions and may no longer serve any roll within the Liminal State, and all restrictions on post-employment for leadership positions will remain in effect.
The time between final count of the election and the end of term of the departing Senior Branch Official shall be used to get all new members up to speed, with the Senior Branch Official playing a large roll in this, assuming they also did not receive a
the top choice of the rank choice vote will still fill the seat of the junior member (and serve a regular-length term). If a Top Branch Official remains after the impeachment vote, they will have top seniority and the Alternate from the previous election cycle will fill in the most senior Top Branch Official that was impeached, serving out the remainder of that original Top Branch Official's term. Empty Branch Seats
Should a Top Branch Official be removed, die, become mentally incapacitated, or for any other unavoidable reason vacate their seat, the Alternate (the runner up in the last Top Branch Official Election) will immediately fulfill the seat. This new Top Branch Official will take over the departing Top Official’s term, but will be considered the junior member of the three in those situations where seniority is abided.
If more than one Top Official has vacated a seat, whether due to an accident, the procedures outlined above, or something else, then the Alternate will assume the highest seniority seat available and the remaining seat(s) will be filled using a new vote within that Branch using the Year 0 procedures, including the selection of a new alternate. Such a vote does not change the normal voting cycle, rather those filling the empty seats will serve abbreviated first terms.
For situations other than death or movement to another position, where the determination of the permanence of the vacancy may be questionable, then the following procedures must be followed to make a determination:
- The remaining Top Branch Officials must alert the Justice Branch to the situation.
- The Justice Branch will investigate and voting members will make a decision on the legality of the claim of the permanence of the vacancy.
- If the Justice Branch decides it's a legal claim of vacancy, then the Executive Group will vote, with the majority vote being the decision to replace the Top Official.
