Intrinsic Branches
Each branch, whether intrinsic and lateral, operates as a silo. This means that each is independently responsible for managing the day to day operations, hiring, firing and promoting, and creating the rules and policies necessary to guide the government, businesses, citizens, foreign relationships, etc.
All policies, regulations, and decisions are done based on the expertise of that branch with guidance from the Executive Group. Finally, each Intrinsic Branch will have an enforcement department, necessary for ensuring all rules and policies within the public, private, and government sectors are followed.
The Intrinsic Branches of the Liminal State may vary based on the needs of that specific nation, state, etc., but by default these would include:

- Commerce →
- Commons →
- Defense →
- Domestic Security →
- Education →
- Entertainment →
- Environment →
- Health →
- Infrastructure →
- International Affairs →
- Justice →
- Progress →
- Special Projects →
Assuming these 13 Intrinsic Branches, there would be a total of 78 Lateral Branches. While this may seem like a very large government, Lateral Branches are very specialized and require less staffing than the Intrinsic Branches, which would be made up of many departments specializing in all the areas under their expertise. With this structure the Liminal State would be highly functional and likely operate as a smaller, leaner, government without any waste.
Each branch will be led by three top officials, each serving 15 year terms, staggered every 5 years. The branch operations are guided by the decisions made via a majority vote among these three top officials. These top officials are not appointed by an executive, but are instead voted into those positions by their fellow employees serving within that branch.
A candidate wishing to become one of the three top officials of a branch must have served for a minimum of 10 years within that branch at the time of the election, be an eligible voter themselves, and wish to become a candidate for the role. Rank choice voting will be used to determine the qualified branch member moving into the vacant spot from the pool of eligible candidates, and these elections every five years are also the opportunity to grade and impeach an existing top official if necessary.
In an election year, the runner up in the rank choice vote will serve as the alternate. This alternate will shadow the top three branch executives so they would be ready to step into the role should one of the top three branch officials become unable to perform their duties during the 5 year term. They may provide assistance to the Top Branch Officials as requested by those Top Branch Officials, but they will not communicate, negotiate, or otherwise provide work exclusively reserved for the Top Branch Officials. With the next election, the new runner up from the pool of willing and able candidates will become the new alternate.
No Top Branch Official will be eligible for the position of Top Official within their branch again. They are eligible for any other role within any branch and as a member of the Executive Group. An alternative may only serve as an alternate for their branch once. They may serve subsequently as a Top Branch Official, Executive Group Member, or in any other position within their branch or any position in any other branch. Should the alternate need to fill the role of a Top Branch Official, then they will be restricted in future positions by all the rules applicable to the alternate and the Top Branch Official. Additionally, an Alternate replacing a Top Branch Official will serve the remainder of the term of the official they are replacing, but will be considered the junior member.
