Compensation
All the different types of employees that work directly within the Liminal State, excluding Contract Workers, are collectively called Government Personnel and shall be compensated well above market rates, whether they are school teachers, janitors, entry-level employees, Probationary Employees, Department Heads, Branch Officials, Ambassadors, Delegates, etc. All are paid a relative premium for their work to encourage the absolute best to apply and because they must sacrifice financial opportunities to hold these positions.
No Government Personnel may hold a second job, receive gifts or donations of any value, use the stock market, or participate in any other activity that would earn them additional income outside their salary.
Additionally, the financial records of all Government Personnel and their families, regardless of the employee's position, will be made available online as a matter of public record and will be updated monthly to ensure accurate, widespread scrutiny. The terms off all Contract Workers will also be posted online as a matter of public record and updated with any change to contract terms.
These action ensures there is always accountability and trust, and is an extension of the highly-visible ways that Liminal State fulfills its promise of transparency.
Branch Participation
All Emancipated Citizens are eligible to work, and those that work for a Branch may participate in all Branch Elections, regardless of their voting eligibility. Non-Emancipated Citizens and Provisional Citizens may be authorized to work within a Branch in special situations, but they are not eligible to vote in any elections, nor are they considered Government Personnel.
In this way, those Emancipated Citizens that do not qualify to vote per the Empathy Test can still participate in their government through the work they do at a Branch, in the Branch Elections, and through the Branch Primary Elections, which determine the next member of the Executive Group. This is the foundation of the Liminal State, in which the Citizens can affect their government in real and direct ways.
Contract Workers doing work for a Branch do not gain any voting rights within that Branch. Only Permanent Hires of that Branch that have passed the Probationary Employee stage gain these extra voting rights.
Non-Branch Workers
The Emancipated Citizens that are not qualified to vote per the Empathy Test and who do not work for a Branch do not get to vote in any Branch Elections, Branch Primary Elections, General Elections, or Voter Decisions. Eligible Voters that do not work for the Liminal State may only vote in General Elections for the Executive Group and any other qualified Voter Decisions.
Unlawful Requests
All government workers, whether Government Personnel or Contract Workers, are forbidden from fulfilling unlawful Orders or Requests. Should any Orders or Request, regardless of the origin, be legally questionable, then that worker is obligated to report their Professional Objection for a Justice Branch Screening, whether directly, through an Embassy, or via Lateral Judicial Branch Delegates.
Reporting of suspected unlawful Orders or Requests will be easy and convenient, is a Protected Action, and may never be cause of retribution, regardless of the ultimate legal decision. It should be commonplace in the Liminal State for all Orders or Requests to receive Justice Branch Screening before implementation.
Any Orders or Requests that turns out to be unlawful and were not reported will jeopardize all people involved, from those carrying out the action all the way up to the one(s) providing the Order or Request.
Personnel Removals
All Government Personnel, whether Permanent Hires, Appointed, or Elected are protected in their positions from political or capricious removals. All Permanent Hires will be considered Probationary Employees during their first year within the Liminal State only (so does not apply to a different position after the first year) and may be removed for Just Cause and additional reasons, as determined by the specific requirements and regulations of that section of the Liminal State. Contract Workers will be bound to the terms of their contract.
Should any Government Personnel or Contract Worker be suspected of criminal activity, abusing their position, or promoting or engaging in any other unlawful acts, anyone with knowledge is obligated to report this behavior to the Enforecment Branch of the Justice Branch.
This may be anonymously reported and is a Protected Action, so anyone reporting this behavior will be fully protected, regardless of the outcome of the investigation. If the reports are true, all involved will be removed from their position and lose the privilege of working for the Liminal State again, in any capacity, while also being responsible for full restitution.
Alternatively, if the guilty party reports the behavior themselves and works completely and openly with the Justice Branch to remedy the issue, they may still lose their position and will be obligated to pay Restitution, but may retain the privilege of working for the Liminal State again in another capacity.
