Compensation
All employees of the Liminal State shall be compensated well above market rates, whether they are school teachers, janitors, entry-level employees, Department Heads, Top Branch Officials, Ambassadors, Delegates, etc. All are paid a relative premium for their work because the must sacrifice financial opportunities to hold these positions.
No government employee within the Liminal State may hold a second job, receive gifts or donations of any value, use the stock market, or participate in any other activity that would earn them additional money beyond their salary.
Additionally, the financial records of all government employees, regardless of position, and their families will be made available online as public records and updated monthly for widespread scrutiny. This ensures there is always accountability and trust, and is an extension of the highly-visible ways that Liminal State fulfills its promise of transparency.
Employee Participation
All emancipated citizens are eligible to work, and those that work for a Branch may participate in all elections within that Branch, regardless of their voting eligibility. Non-emancipated citizens may be authorized to work within a Branch in special situations, but they are not eligible to vote in any elections.
In this way, those Emancipated Citizens that do not qualify to vote per the Empathy Test can still participate in their government through the work they do at a Branch, in the elections of that Branch, and through the Branch primary elections to determine the next member of the Executive Group. This is the foundation of the Liminal State, in which the citizens can affect their government in real and direct ways.
Non-Branch Workers
Emancipated citizens that are not qualified to vote and do not work for a governmental branch do not get to vote in branch elections or general elections. Qualified voters that do not work for the government may only vote in general elections for the Executive Group and any national decisions facing the voters.
All emancipated citizens are allowed to work, and those that work for a governmental branch may vote for the top officials of that branch while employed with that branch. Voters that work for a branch may vote for the Top Branch Officials of that branch and in the general elections.
Unlawful Requests
All government workers are forbidden from fulfilling unlawful requests. Should any order or request, regardless of the origins, be legally questionable, then that employee is obligated to report their objection to the Judicial Branch, whether directly, through an embassy, or via lateral judicial branch delegates.
Reporting of suspected unlawful orders or requests will be easy and convenient, is protected speech, and may never be cause of retribution, regardless of the ultimate legal decision regarding the order or request. It should be commonplace in the Liminal State for all orders and requests to receive judicial branch screening before implementation.
Any order or request that turns out to be unlawful and was not reported will jeopardize all people involved, from those carrying out the order or request all the way up to the one making the order or request.
Personnel Removals
Should any person working in the government of the Liminal State be suspected of criminal activity, abusing their position, or promoting or engaging in any other unlawful act, The Justice Branch will have a multitude of ways to anonymously report the behavior. Anyone reporting this behavior will be fully protected, regardless of the outcome of the investigation. If the reports are true, the government officials will be removed from their position and lose the privilege of working for the Liminal State again, in any capacity.
Alternatively, if this government official reports the behavior themselves and works with the Justice Branch to remedy the issues and report any others involved, they will still lose their position, but will retain the privilege to work for the Liminal State again in another capacity.
