Emancipated Citizens
While determining the voter rolls is necessary before any leaders can be elected to build the Liminal State, it is first necessary to distinguish Emancipated Citizens from the Protected Citizens.
A team of experts in psychology, sociology, and any other necessary disciplines should be formed to create the Emancipation Test. The average passing age should target 25, as that is when the human brain generally finishes developing. Yet at the same time this test should be flexible enough to recognize someone advanced for their age who should be admitted as an Emancipated Citizen if younger, and able to recognize “adult” in other sentient beings.
This preliminary work will be done by the Δ Coalition. It should be continually evaluated and updated so that when the science progresses the test remains current and repeatable. It also should be standardized and used across every iteration of the Liminal State so as to not be population or culture specific.
The first iterations of this test should be available online and worldwide, with the initial data collected used to further tailor and fine tune this test. Once there are several repeatable versions of the test available, it will become part of the online archive of Liminal State tools and available to any future instance of the Liminal State.
