Eligibility and Process
Eligible candidates for the executive role are sourced exclusively from the Intrinsic and Lateral Branches. Each Branch may provide one candidate, and that candidate must be an Eligible Voter who has passed the Empathy Test, have a minimum of 15 years experience within their Branch, and be a minimum of 33 years old and 49 or younger, all at the time of the election.
Before a Branch settles on a single candidate, each holds a Branch Primary Election in which all Branch Members vote among the eligible and interested candidates running from that Branch using Proportional-Rank Choice Voting. The Branch Primary Election determines the final candidate and occurs no less than a year before the General Election.
The primary winners from within each Branch use that year prior to the General Election to work with all the other Intrinsic Branches and become familiar with their operation, needs, and expectations. All Intrinsic Branches shall have an orientation program in place to efficiently impart the appropriate knowledge that each Branch candidate would need as an executive, if elected. The candidates will also formalize two or three Special Projects that they wish to spearhead during their 25 years in office, should they be elected.
Finally, the winning candidates from each Branch provide to the official channels all the details about their Special Projects, experience, and anything else about them that makes them a compelling candidate. An Informed Vote Archive is created as a depository for all this information and made available for consumption by all Eligible Voters and the media.
If for any reason the winning candidate from the Branch Primary Election drops out before the General Election, then the runner up from that Branch’s primary will assume the role as candidate.
Optional Format
For a Liminal State at the local level it may not be necessary or wise to have five members in the Executive Group, depending on population served and budget. If the situation warrants, there could be three in the Executive Group and still function fundamentally the same, although the chances of collusion between the three would be greater.
Donation Notes
If donations are allowed, which should be decided at the instantiation of the Liminal State, they are only permitted for General Election candidates. Donations are not permitted from entities other than Eligible Voters, for other types of elections, nor laws to be decided by Eligable Voters.
If allowed, the General Election every five years has a maximum campaign donation limited to a single day’s wage at the lowest official rate throughout the nation at the time of the election, and is limited to contributions from Eligible Voters only. Each Eligible Voter may donate multiple times, up to this limit, per candidate. While each Eligible Voter may be limited to a small financial contribution, donations of time are unlimited, as an hour is the same whether wealthy or poor.
Candidates allowed to receive donations for their General Election run will be assigned a special account by the Liminal State where all contributions must be sent. The identities of the Eligible Voters contributing will not be a matter of public record, but the Liminal State will ensure all donation limits are enforced and all campaign spending is provided by this account.
