Enforcement Agencies
Every Intrinsic Branch will operate a minimum of one specialized Department, generally called an Enforcement Agency. These Enforcement Agencies will be staffed with Branch Members specifically knowledgeable of that Branch’s area of concern, as well as investigation, jurisdiction, laws, and procedures, and law enforcement techniques and expertise. This Enforcement Agency will investigate violations that fall within that Branch’s purview and operate as Independent Departments by default.
It is also possible for Lateral Branches to have an Enforcement Agency, if necessary, and either type of Branch may have multiple Enforcement Agencies that cover the diverse work of different Departments within that Branch.
This separation of police powers between Branches makes it possible for every Branch of the government to operate independently and ensure that their area of expertise is not only regulated, but also enforced. As Independent Departments, they are free of political pressure and therefore encouraged to go where the evidence leads them. They are also within their rights to investigate other sections of the government (when within their area of expertise and where the evidence leads) and bring legal action against other Branch Members should their investigation go there.
A major issue within the US concerns the Judicial Branch, in which judges make their rulings but depend on the Executive Office to enforce those rulings. The Judicial Branch has no intrinsic powers themselves, and instead depend on norms and good faith for their decrees to be followed. It only takes one President to disregard the laws of the Judicial Branch for the entire system to fall apart. Therefore the Liminal State gives each Branch their own police powers to ensure that they never need to depend on another part of the government to enforce the regulations and laws they are charged with.
