Branch Participation

All Emancipated Citizens are eligible to work, and those that work for a Branch may participate in all Branch Elections, regardless of their voting eligibility. Non-Emancipated Citizens may be authorized to work within a Branch in special situations, but they are not eligible to vote in any elections, nor are they considered Government Personnel.

In this way, those Emancipated Citizens that do not qualify to vote per the Empathy Test can still participate in their government through the work they do at a Branch, in the Branch Elections, and through the Branch Primary Elections which determine the next member of the Executive Group. This is the foundation of the Liminal State, in which the Citizens can affect their government in real and direct ways.

The employees of Contracted Companies or Temporary Workers directly hired by a Branch do not gain any voting rights within that Branch. Non-Branch Workers

Emancipated Citizens that are not qualified to vote and do not work for a Branch do not get to vote in Branch Primary Elections or General Elections. Qualified voters that do not work for the Liminal State may only vote in General Elections for the Executive Group and any decisions facing the voters.

Unlawful Requests

All government workers, whether Direct Hires, Temporary Hires, Contract Workers, or employees of Contracted Companies are forbidden from fulfilling unlawful requests. Should any order or request, regardless of the origin, be legally questionable, then that employee is obligated to report their Professional Objection to the Judicial Branch, whether directly, through an Embassy, or via Lateral Judicial Branch Delegates.

Reporting of suspected Unlawful Orders or Requests will be easy and convenient, is a protected right, and may never be cause of retribution, regardless of the ultimate legal decision regarding the order or request. It should be commonplace in the Liminal State for all orders and requests to receive Justice Branch Screening before implementation.

Any order or request that turns out to be unlawful and was not reported will jeopardize all people involved, from those carrying out the order and all the way up to the one(s) making the order or request.

Personnel Removals

All Directly Hired, Appointed, and Elected Personnel of the Liminal State are protected in their positions from political or capricious removals. All Direct Hires will be considered Probationary Employees during their first year and may be fired for just, Demonstrable Cause. Temporary Hires will be considered probationary for the entire length of their contract.

Should any government personnel, whether an Elected Official, a Direct Hire, a Temporary Hire, a Contract Worker, or an employee of a Contracted Company be suspected of criminal activity, abusing their position, or promoting or engaging in any other unlawful acts, anyone with knowledge is obligated to report this behavior to the Justice Branch via any available method.

This may be anonymously reported and anyone reporting this behavior will be fully protected, regardless of the outcome of the investigation. If the reports are true, the involved Government Personnel will be removed from their position and lose the privilege of working for the Liminal State again, in any capacity, while also being responsible for full restitution.

Alternatively, if the guilty Government Personnel reports the behavior themselves and works completely and openly with the Justice Branch to remedy the issue, they may still lose their position and will be obligated to pay Restitution, but will retain the privilege of working for the Liminal State again in another capacity.
