Assuming the entire Liminal State framework has been thoroughly and completely mapped out and is ready for real world use, the first step in creating a new instance in the real world would be to register the voters. How this happens in practice will most likely vary widely based on the existing/previous government in place and the relationship the citizens have with that government. Another factor to consider is if this would be the very first iteration of the Liminal State or if there are other Liminal States in existence that can serve as a model.
