	The International Affairs Branch is in charge of maintaining relationships with foreign countries and entities. This ''Branch'' is special in that a three member ''Ambassador Unit'' represents the Liminal State to every nation, with each member serving 12 year terms, staggered every 4 years. The ''Branch Officials'' of the International Affairs Branch appoints the members of the ''Ambassador Units'' using ''Proportional Rank Choice Voting'' from among the qualified and willing candidates. For major decisions, those which impact the entire Liminal State, the ''Ambassador Unit'' reports directly to the ''Executive Group'' and are charged with educating all the members of the important factors concerning that relationship so the ''Executive Group'' can make the best decision. The ''Executive Group'' are the only ones authorized to make decisions regarding international relationships that affect the entire Liminal State, so the ambassadors are to err on the side of caution in their decisions and bring all important matters to the ''Executive Group''.
