The first 20 years of the Liminal State will serve as a migration period from the previous government to the new. The ''Special Projects'' that each candidate initially selected for the ''Executive Group'' should reflect these needs. The priorities of each four years is as follows:

=== '''Years 1 - 4''' ===
# Build the required ''Branches'' and populate with existing government employees from related agencies and the private sector.
## The ''Executive Group'' will vote in three ''Branch Officials'' from the pool of available government and public sector workers interested in and qualified for the position, based on their experience and expertise. These candidates must have the necessary years of experience within the previous government or private sector, be within the requisite age range, and cannot have been elected or prominent officials of the previous government or celebrities to be considered.
## The ''Branch Officials'' will form necessary ''Departments'' and initially select the three ''Department Heads'' for each using ''Proportional-Rank Choice Voting'' from among the most qualified candidates from the previous government or private sector.
## The International Affairs ''Branch Officials'' will use ''Proportional-Rank Choice Voting'' to select from the most qualified candidates available for the three ''Ambassadors'' needed for each country/territory based on their own expertise and the input, if necessary, from each respective foreign government.
## Each ''Branch'' will examine existing governmental obligations and work with the ''Accounting Branch'' to restructure as needed, based on efficiencies and economic ability.
## All other ''Branches'' will ascertain inventory and relationships and provide government services as before, for now.
## All ''Branches'' will create an orientation program to quickly get future ''Executive Group'' candidates up to speed on the work, issues, and future hopes of their respective branches.
# Complete a census, test for ''Emancipated Citizens'', and enroll ''Eligible Voters'' within the first three years. Prepare for the first official Liminal State ''General Election''.
# The goal of the first four years should be to offer as little disruption to the status quo as possible as far as government services provided go, while reorganizing and realigning internally to take advantage of the Liminal State processes and ''Citizen'' involvement.
# The process of selecting the next (and potentially first popularly elected) ''Executive Group'' member begins.
## Year 3, fourth quarter (Y3Q4): All qualified and interested candidates for the next ''Executive Group'' seat to open declare their interest within their ''Branches''.
## Y4Q1: All ''Branches'' hold a ''Branch Primary Election'' to select their candidate for the ''General Election''.
## Y4Q2 & Y4Q3: All ''Branch Primary Election'' winners use this time to go through all the other ''Branch's'' orientation programs and finalize their 2-3 ''Special Projects.''
## Y4Q4: The ''General Election'' is held using ''Proportional-Rank Choice Voting'' to select the new ''Executive Group'' member and ''Alternate''.

# Throughout this four year period, all ''Branches'' should be working together naturally and organically, and that includes working within a reasonable budget. The goal of the Liminal State is to have a budget based on reality, where the taxes collected by the government are allocated following their collection. Ideally the Liminal State will be working with a budget based on the monies collected from the previous year, instead of guessing what the income of the state will be for that year. Fiscal solvency is critical to any state, and using this method provides an ideal tool for government spending accountability.
# Year 5
## Q1: The newly elected ''Executive Group'' member takes their seat, replacing the outgoing member, and the runner up becomes the new ''Alternate''.
## Q3: Any qualified candidates wishing to become a new ''Branch Official'' declare their interest within their respective ''Branches''.
## Q4: Each ''Branch'' holds a ''Branch Election'' to determine the new ''Branch Official''.
# Year 6
## Q1: The newly elected ''Branch Official'' takes their seat, replacing the outgoing official, and the runner up becomes the new ''Alternate''s.
## Q3: Any qualified candidates wishing to become a new ''Department Head'' declare their interests within their respective ''Departments''.
## Q4: Every ''Department'' holds an internal election to determine the new D''epartment Head''.
# Year 7
## Q1: The newly elected ''Department Head'' takes their seat and the senior member exits.
## Q2: Any qualified candidates wishing to become new ''Delegates'' and ''Ambassadors'' declare their interest to their ''Branch Officials''.
## Q3: The ''Branch Officials'' of every ''Branch'' select the new ''Delegates'' and ''Ambassadors'' from among the willing and qualified candidates.
## Q4: All interested and qualified candidates wishing to become the next ''Executive Group'' member declare their intent within their respective ''Branches''.
# Year 8
## Q1: All ''Branches'' hold ''Branch Primary Elections'' to select the candidate they will be presenting to the people from their ''Branch'' for the ''General Election,'' in which the new ''Executive Group'' member is selected.
## Q2 & Q3: The winners of the ''Branch Primary Elections'' use this time to go through the orientation program of all the other ''Branches'' and finalize details of the 2-3 ''Special Projects'' they will be focusing on during their term, should they win the ''General Election''.
## Q4: The ''General Election'' is held where the ''Eligible Voters'' choose from among the candidates presented by the ''Branches'' for the next ''Executive Group'' member, with the runner up becoming the ''Alternate''.

# The same pattern repeats as years 5 - 8 in regards to the elections taking place and the replacement of outgoing ''Leadership Group'' members with a new junior member, and the replacing of exiting ''Alternates'' with new ''Alternates''.
# Specific to this period, the focus should be finalizing government integration into the final version of the Liminal State, with all ''Branches'', ''Departments'', ''Executive Group'' members, and ''Citizens'' working together naturally and organically.

# With the Liminal State formation complete, now comes the time for focusing on strengthening international relationships, stepping up citizen services, and to start looking to the future.

=== '''Years 17 - 20''' ===
# This period ends the term of the last initial ''Executive Group'' member. By the end of this period the Liminal State should be cohesive, highly functional, and forward thinking.
# With a stable and effective Liminal State, the following future goals should be prioritized (in no particular order):
