Assuming the entire Liminal State framework has been thoroughly and completely mapped out and is ready for real world use, the first step would be to register the voters. How this happens in practice will most likely vary widely based on the existing/previous government in place and the relationship the citizens have with that government. Another factor to consider is if this would be the very first iteration of the Liminal State or if there are other Liminal States in existence that can serve as a model.

Despite all this, there will certainly be some commonalities to anticipate, such as the need for publicity/citizen education and initial citizen involvement. Despite the heavy reliance on web-based enrollment, there will need to be people on the streets to search out those people that are frequently underrepresented within the government and to aid anyone without the ability or equipment to complete the web-based enrollment process.

All of this will be accomplished in conjunction with a census and should be completed within four years.
